Bauchi State Health Contributory Management Agency (BASHCMA) is the State Social Health Insurance Agency of Bauchi State Government under Ministry of Health.
The law establishing the Agency was signed on 17th November 2017. Executive Secretary appointed in June 2018, the office was established in January 2019 and commissioned on the 11th May 2019 by Vice President Professor Yemi Osinbajo. Governing Board was appointed in November 2020 and BHCPF Services commenced on 1st July 2021.
The Basic Health Care Provision Fund (BHCPF) enshrined in the National Health Act 2014 (NHAct 2014) guarantees the provision of a basic minimum package of health services to the poor and vulnerable in Bauchi State through intra-fiscal transfers from the national level.
This is an intervention strategy designed for both the public and organized private sectors. Beneficiaries contribute a set percentage of their monthly salary to this program, while the employer contributes the same amount on their behalf.
This is a Social Health Security System for people in the informal sector of the economy. It covers employees of companies employing five (5) or more people, Artisans, rural dwellers and others not covered under the formal sector or the vulnerable Group.
BASHCMA has made tremendous progress since its establishment in 2018. Supported by the USAID-funded Health Finance & Governance (HFG) project, some preliminary assessments and baseline studies such as a Household Utilization and Expenditure Survey, Fiscal Space Analysis and Actuarial Analysis of the Health Benefit Package have been completed. In addition, relevant documents such as the Operational Guideline, Financial System Management Guideline, ICT Framework and Blueprint, Provider Payment Mechanism Guideline, Claims Management, Quality Assurance and Referral Manual and Enrollment Plan have been completed.
